NAPTIN Executive Study Tour to Finland

A Look Back at an Energising Week of Learning, Connection & Future-Building

3–8 November 2025 | Helsinki, Espoo & Vaasa

The NAPTIN Executive Study Tour to Finland was more than a professional visit—it felt like a shared adventure. From the first morning briefing in Helsinki to the final conversations in Vaasa, the atmosphere was warm, curious, and genuinely excited. The delegation arrived ready to learn, but what unfolded was something deeper: a week of discovery, honest dialogue, and the beginning of long-term partnerships that now have real momentum.

🌟 What Made This Tour Special

A Delegation That Could Make Decisions on the Spot

NAPTIN didn’t send a token group. They brought the entire leadership engine—DG, directors of HR, Legal, Finance, Procurement, ICT, Training, PRS, and the full AFD/EU PIU. This meant every conversation—whether about curriculum, certification, legal frameworks, or financing—could immediately turn into a practical discussion about how to implement it in Nigeria. The Finnish hosts noticed it too: this was a group ready to act.

A Friendly, Open, And Energised Atmosphere

Every visit had the same tone: warm welcomes, lively exchanges, and a sense of shared purpose. Finnish partners repeatedly commented on the delegation’s curiosity and the quality of the questions. The Nigerian team, in turn, appreciated the openness and humility of the Finnish institutions. It felt less like a formal tour and more like colleagues meeting for the first time and realising they have a lot to build together.

🧭 Highlights From the Programme

Omnia & OEP – Vocational Excellence in Action (Espoo)

The delegation explored Omnia’s workshops—welding labs, electrical safety simulations, rescue training environments—and saw how Finland blends hands-on learning with industry expectations. Discussions with OEP’s leadership opened a clear path toward adapting their vocational certificate model for Nigeria, including a potential pilot inspired by their successful work in Egypt.

Key takeaway: A practical, ready-to-adapt model for competency-based training and certification.

Finnpartnership – Funding Windows & EU-Africa Collaboration

The team gained clarity on how EU mechanisms—especially the Team Europe Initiative (TEI) on Opportunity-Driven VET—can support NAPTIN’s reform plans.
Finnpartnership also highlighted matchmaking and long-term business cooperation opportunities.

Key takeaway: A concrete funding and partnership pathway for implementing the new VET model.

Bird & Bird – Legal and Regulatory Foundations

At Bird & Bird, the delegation explored the legal side of energy-sector transformation: regulatory frameworks, ESG requirements, and models for structuring cross-border partnerships.

Key takeaway: A roadmap for legally sound, future-proof collaboration with Finnish partners.

Teraloop – Eye-Opening Energy Storage Innovation

The visit to Teraloop introduced the delegation to flywheel-based kinetic energy storage—fire-safe, fast-response, and ideal for grid stability.
This sparked immediate ideas for curriculum integration and potential pilot installations in Nigeria.

Key takeaway: A tangible technology that can anchor new training modules and future infrastructure pilots.

🔋Vaasa: Finland’s Energy Capital

VAMK – Applied Sciences & Industry-Driven Training

VAMK’s leadership hosted a hands-on workshop that helped identify collaboration areas in applied sciences, smart grids, and energy transition skills.
Their RDI platforms offer a strong academic backbone for future curriculum development.

Key takeaway: A partner ready to co-develop and co-govern modern energy training pathways.

VASEK – Access to the Nordic Energy Cluster

VASEK opened the door to the EnergyVaasa ecosystem—180+ companies, global energy giants, and a culture of innovation.
The delegation explored how NAPTIN could replicate a similar model in Nigeria and how Finnish companies could engage in future projects.

Key takeaway: A blueprint for building regional energy hubs and attracting investment.

🤝 A Week of Real Connection

One of the most memorable aspects of the tour was the human side:

  • Shared meals that turned into strategy sessions
  • Bus rides filled with laughter and debate
  • Finnish hosts who stayed long after scheduled meetings to continue conversations
  • Delegates who left each site buzzing with ideas

The sense of camaraderie was genuine. By the end of the week, it felt like the beginning of a long-term partnership ecosystem—not a one-off visit.

🚀 What Comes Next

The study tour laid the foundation for several concrete next steps:

  • A joint vocational certificate model (NAPTIN + OEP)
  • A TEI-aligned funding proposal with Finnpartnership
  • A legal and regulatory roadmap with Bird & Bird
  • Curriculum and RDI collaboration with VAMK
  • A Nigerian Regional Energy Hub blueprint inspired by VASEK
  • Technology pilots, including flywheel energy storage
  • Staff exchanges, joint workshops, and long-term cooperation frameworks

These aren’t abstract ideas—they are already being shaped into actionable plans.
